Zhuozhou City 610 Office Returns Illegal Fines to Conceal Their Crimes

Not long ago, Mr. Zhang Shun, Chairman of the 610 Office1 in Zhuozhou City, Hebei Province, refunded the illegal fines extorted from Ms. Liu Jizhi (a Falun Gong practitioner raped by police), and practitioners Mr. Wang Helin and Ms. Qu Wenting. Zhang Shun gave it to the Xitong Village committee in her residence area in Dongchengfang Town, Zhuozhou City and left the money to the disposal of the committee. On the receipt it says it was a refund for the "training fee" at Nanma Base. This was an obvious attempt to obscure the facts of the crime and to hide the truth about the persecution.

Mr. Wang Helin, Ms. Qu Wenting and Mr. Wei Baoliang are Falun Gong practitioners that were imprisoned with Ms. Liu Jizhi and Ms. Han Yuzhi, the two practitioners raped in police custody by policeman He Xuejian in November 2005.

At around 1:00 p.m. on August 22nd, 2006, Wang Yazheng from Xitong Village Committee went to Mr. Wang Helin's home. Wang Yazheng told Mr. Wang Helin, "Zhang Shun is a good friend of mine. You and I went to the same school together. I managed to have the 610 Office return the fine on your behalf." But Mr. Wang Yazheng would not issue the refund unless Wang Helin returned the receipt for the "training fee" at Nanma Base.

Mr. Wang Helin said he could not find the receipt, so Wang Yazheng asked him to write one based on a document which he had prepared in advance. He produced a script and told Mr. Wang Helin to transcribe it. The summary of the script is as follows: On the evening of November 24th, 2005, Mr. Wang Helin was summoned to the police station for practising Falun Gong. He submitted 3,000 yuan2 for the training fee at Nanma Base. Because Mr. Wang Helin has "transformed3" and promised not to practise Falun Gong any longer, the training fee of 3,000 yuan is now refunded. Because Mr. Wang Helin has lost the receipt. He wrote this handwritten receipt as a substitute."

When Mr. Wang Helin saw the words "promised not to practise Falun Gong" in the script, he refused to comply with the demand. Mr. Wang Yazheng produced 3,000 yuan in cash and waved the money in front of Mr. Wang Helin and his family. He said, "If you refuse to write the receipt, I will return the money to the 610 Office." Mr. Wang Helin's mother, wife and children became anxious and upset. They screamed and fussed. Mr. Wang's wife slapped him twice to make him write the receipt. The house was in an uproar. Finally, Mr. Wang Helin succumbed to the pressure from his family and wrote the receipt against his will.

Around 2:30 p.m., Mr. Wang Yazheng went to Ms. Qu Wenting's home. This time he said, "I am a good friend of Zhang Shun at the 610 Office. I know about your financial problem. I know you have to provide your children's education expenses. I got the fine back on your behalf." Mr. Wang Yazheng told Ms. Qu Wenting to write him a receipt. Ms. Qu said, "I am illiterate. I cannot write you a receipt." He then asked her husband, Mr. Zhang Guoming, to write one. Mr. Zhang said, "I am unable to write a receipt either." So Ms. Qu Wenting asked Mr. Wang Yazheng to write one on her behalf. Mr. Wang Yazheng wrote a receipt quickly, but he told Ms. Qu Wenting to sign the receipt without reading the content to her first. Ms. Qu did not know how to write her own name, so Wang Yazheng printed her name on a blank page in her son Zhang Hailong's notebook and told her to copy the name onto the receipt. He also asked her to put her fingerprint on the receipt. Her husband wanted to put his fingerprint on the receipt instead, but Wang Yazheng stopped him and insisted on having Ms. Qu Wenting's fingerprint. Afterwards, Qu Wenting felt something was not right. She hurried to Mr. Wang Helin's home and asked him if he knew anything about the receipt. When she arrived at Mr. Wang Helin's home, he was devastated and in tears. It was too late for Ms. Qu to take back her own signature.


Next, Wang Yazheng went to Ms. Liu Jizhi's home. On the way there, he ran into Ms. Liu's 70-year-old father-in-law, Mr. Wei Enyou, and asked him to come along. Ms. Liu Jizhi asked Wang Yazheng a few questions, but he was unable to answer. Next she asked him, "Do you know the truth about Falun Gong?" He replied, "I know nothing about Falun Gong." Ms. Liu, "It is important that you understand that Falun Gong is good!" He replied, "I am not against Falun Gong, but I am not against the Chinese communist party." Then he asked Ms. Liu Jizhi's father-in-law to write him a receipt for the refund and left quickly. The whole visit was less than five minutes.

The other two victims, Ms. Han Yuzhi and Mr. Wei Baoliang, received their refunds before 2006.
