Guards from Hebei Province Fourth Prison (also known as Shijiazhuang City North Suburban Prison) plan to strengthen the effect of brainwashing and "transformation1" this year. They torture Falun Gong practitioners endlessly day and night. They are awarded bonuses valued at 2000-8000 yuan2 for "transforming" each Falun Gong practitioner. Practitioner Mr. Zhang Huiguang was writing an appeal letter in the prison to ask for his acquittal (when Mr. Zhang was sentenced, neither he nor his family members saw the sentencing documents). He was considered a "key" person to be persecuted and "transformed."

From February to October of 2005, he was tortured to the point of being incontinent. This year the guards tortured him even worse. During the period when Mr. Zhang Huiguang went on a hunger strike, he was force-fed by guards. Tubes were inserted into both of his nostrils (usually only one tube is used). People who had been released from prison said, "Mr. Zhang Huigang was severely tortured."

The person who is directly involved in torturing Mr. Zhang is the head of Ward 9 Zhao Wenzhong, and he is very vicious. Someone witnessed him torturing a Falun Gong practitioner to death. He was promoted to be the deputy section chief because he does his utmost to persecute Falun Gong practitioners.

Falun Dafa practitioner Mr. Yang Xiaojie was tortured to death in the Shijiazhuang Fourth Prison (Shijiazhuang City North Suburban Prison) on January 26th, 2005.
