Practitioners Mr. Hong Fei and Ms. Liu Shumin Persecuted to Death by Police Officer Lu Ping and his Colleagues in Qinhuangdao

Police officer Lu Ping from the State Security Division of Qinhuangdao, Hebei Province, instructed police officer Wang Mingxue of the Daonan Police Station and resident committee director Mr. Li to break into practitioner Mr. Wu Wenjin's home around 8:00 p.m. on March 7th, 2006. They illegally arrested1 seven practitioners from Mr. Wu's home and beat them without reason. Two practitioners died shortly thereafter. I urge the Global Investigation Organization to launch an investigation into this case.

Based on the neighbours' statements, the police officers beat and kicked the practitioners in the hallway while arresting them. One practitioner, Mr. Hong Fei, was terribly frightened and did not have the strength to stand. The police insisted on dragging him into the police car. On the way to the police station, the policemen discovered that Mr. Hong was dying, so they dumped him on the roadside and covered him with a blanket, trying to avoid any responsibility. Mr. Hong, a college student, spent his last moments in in a roadside ditch on a cold and windy night. He was only 21 years old.

Another practitioner, Ms. Liu Shumin, died at 52 years of age in the Qinhuangdao First Detention Centre in Hebei Province. Record shows that Ms Liu, in poor health, spewed blood and fainted right after the police broke into Mr. Wu's house. The officers arrested everyone in the house, including Ms. Liu's husband. Her husband was detained, tortured, and questioned for 24 hours, even though he does not practise Falun Gong and needed to take care of Ms. Liu.

Mr. Hong Fei's body was sent to Hospital #281, while Ms. Liu's was sent to a Chinese Traditional Hospital. Their bodies were soon delivered to a funeral parlour since both of them were "medically valueless." Mr. Hong died with his eyes and mouth wide open.

The 610 Office2, the State Security Division, and the Police Department of Qinhuangdao in Hebei Province were extremely worried about the truth being uncovered after persecuting two practitioners to death. They used their supervisory position to exert control over many practitioners that were released after being "illegally arrested." Any practitioner who sought to learn the truth was followed.

1. Illegally arrested: Contrary to what former Chinese leader Jiang Zemin, who initiated the persecution, and the Chinese Communist Party would like the world to believe, practising Falun Gong is NOT illegal in China. Although the Public Security Department issued an unconstitutional set of restraints on the practice at the onset of the persecution in 1999, no laws have been passed by the only legislative body in China, the People's Congress, banning Falun Gong or granting the police the authority to arrest Falun Gong practitioners for practising the exercises or distributing flyers. 2. "The 610 office" is an agency specifically created to persecute Falun Gong, with absolute power over each level of administration in the Party and all other political and judiciary systems.
