Appeal to Investigate the Death of Practitioner Mr. Liu Dejun from Liaoning Province

On May 25th, 2003, Mr. Liu Dejun, from Panjin City, Liaoning Province, was arrested by police for practising Falun Gong. On the morning of July 12th, 2005, the police notified his family that he had died in the Panjin Detention Centre. The deputy director of the Liaohe Oil Field Police Station and a national security officer from the Panjin Police Station proposed an autopsy and pressured his family to cremate the body.

The death of Mr. Liu Dejun is very suspicious. Below is a summary of the persecution he had to endure.

Mr. Liu Dejun, 51, of Han origin, was a retired worker from the Xinlongtai Pump Guest House in Liaohe Oil Field in Panjin city. Because he practised Falun Gong, he was persecuted many times.

On May 30th, 2001, Wang Yuoshan, the director of the 610 Office1 of Liaohe Oil Field Prospecting Bureau, led several police officers to arrest Mr. Liu and took him to the Panjin Re-education Camp. They also ransacked his home.

At 8:00 a.m. in May 2002, Wang Youshan brought several police officers to Mr. Liu's home. They claimed that they were looking for someone, and tried to ransack the house without permission. At first, they tried to pry the door open but failed. Then they came down from a helicopter, broke into the house through a window, and ransacked it.

At 4:00 p.m. on July 30th, 2002, Wang Youshan led more than 10 policemen in four police vehicles to try to arrest Mr. Liu. After several failed attempts to pry the door open, they surrounded and watched the building until 8:00 a.m. of July 31st. Early in the morning, Mr. Liu escaped. Afterwards, he was forced to become homeless to avoid arrest. That evening, the police officers took his new motorcycle, valued at 5,000 yuan2, that was locked outside of the building.

Since September 2002, Liu Dejun's retirement annuity had been suspended. Later, the gas and electricity in his home were also disconnected. His wife and children could not continue to live at home, nor could she sell the house.

When the police found out that Mr. Liu was renting a house elsewhere, they arrested him on May 25th, 2005. On the morning of July 12th, police notified Liu Dejun's family that he had died in the Panjin Detention Centre. His family had no idea when and how he had died. It was confirmed that Mr. Liu Dejun was still alive on July 11th. He was taken away from the Panjin Detention Centre at around 9:00 a.m. in a car from the national security team. Mr. Liu was able to walk that day, but his family was informed of his death the following morning. The police officers' contradictory statements on where Mr. Liu had died made his death even more suspicious.

After Mr. Liu Dejun was persecuted to death, Wei Guobao, deputy director of the Liaohe Oil Field Police Station, Kuang Yemao, deputy director of Liaohe Oil Field Police Station National Security, and Zhou Laixin, national security officer from Panjin City Police Station, pressured Mr. Liu's family to cremate his body. They also proposed an autopsy and said that they would appoint a lawyer. They promised Liu Dejun's family, "If you agree to cremate the body, we will settle the resident registration for your two children."

Mr. Liu's family members were not allowed to be present during the autopsy. Later, the doctor mentioned that the membrane of Mr. Liu's stomach was quite thin and that he suffered from severe starvation and also at least five different ailments, including stomach bleeding. The police threatened, intimidated, and pressured his family to cremate his body. His wife, Ji Hong, was devastated. Her two children had become fatherless. She had nowhere to appeal. Ji Hong's father did not agree to have the body cremated, but the police cremated Liu Dejun's body without his family's consent. After Liu Dejun was persecuted to death, his wife lived a very difficult life with two young children and her elderly father.

We want to know the reasons why an autopsy was requested by Wei Guobao, Kuang Yemao, and Zhou Laixin, as well as the actual cause of Mr. Liu Dejun's death. We hope that human rights organisations can go to the actual location to investigate, expose, and stop the crimes carried out by the Chinese Communist Party.
