Those Who are Persecuting Practitioners in Shuangyashan City, Heilongjiang Province, Should be Placed on the Official "List of Perpetrators"

Since the "List of Perpetrators" was established on the Minghui website (the Chinese version of Clearwisdom), many evildoers who persecuted Falun Dafa in Shuangyashan, Heilongjiang Province, have been put on this list. For the past several years, through practitioners' truth-clarification1 efforts, some people who had been doing bad things in the past started to wake up and stopped committing bad deeds against Dafa. But others still refuse to change. To warn them, I am making their evil actions public and suggest that they be put on the "List of Perpetrators" on the Minghui website.

1. Perpetrators from the 610 Office of the Shuangyashan Police Department (listed in the order in which they have participated in the persecution of Falun Dafa)

Li Xue: Li Xue was the former deputy director in charge of arresting Falun Dafa practitioners and in charge of the 610 Office2. When he was in office, he arrested and detained many practitioners and sentenced them to forced labour. He encouraged his subordinates to commit all kinds of outrages against Dafa practitioners.

Ling Qingfan: Since taking over Li Xue's position, Ling actively followed the Chinese Communist Party (CCP) and Jiang Zemin's group to persecute practitioners. He is responsible for the severe sentencing of more than 20 practitioners among whom, Mr. Pan Xingfu wasn't allowed to be taken home by his family members until he had been tortured to the brink of death in Mudanjiang Prison. Mr. Pan died at home on January 23rd, 2005, as a result of the persecution. Li Ruqing was tortured to death in a little over 30 days in Mudanjiang Prison. Mudanjiang Prison authorities tortured Cui Honwei until they fractured his spine. Ji Songhai's brother, Ji Songshan, who was only 27 years old, was tortured to death on June 17th, 2003, within only five hours after 610 Office agents arrested him. After he died, Ling Qingfan threatened Ji Songshan's sister, Ji Songmei, and intimidated his mother. Ling Qingfan then declared that there was no one to claim Ji Songshan's body. Ms. Deng Chunying was tortured until she was paralysed from the neck down after she was arrested by the 610 Office. Ms. Zhang Guiha jumped out of the window of the 610 Office after being arrested, and sustained fractures.

Li Hongbo: Deputy head of the 610 Office, also participated in beating Ji Songshan to death. He was the leader who arrested and also tortured other practitioners.

Liu Weiguo: Member of the 610 Office, was also involved in the murder of Ji Songshan. He is another officer who illegally arrested and also tortured other practitioners.

Du Zhanyi: Member of the 610 Office, also involved in the murder of Ji Songshan. He illegally arrested and also tortured other practitioners.

Ling Dawei: Nephew of Ling Qingfan, a policeman in the police department's Jianshan Branch. He is another officer who arrested practitioners. He tortured Mr. Song Weiying by lashing him with a double-twisted No. 8 wire, leaving Mr. Song full of cuts and bruises on his back. He has also tortured other practitioners.

2. Perpetrators transferred to the 610 Office from other departments

Chang (given name not known): Driver for Li Sen, deputy director of the police department, Chang has participated in persecuting practitioners including Sun Fengjie.

Dai Changpeng: Has participated in persecuting practitioners including Sun Fengjie.

3. The Shuangyashan Detention Centre

Wang Zhongguo: Prison director in charge of prison affairs. He often beats, swears at and tortures practitioners. His rank was lowered for releasing his own relative before full term.

Bai Shuwen: Prison director in charge of prison affairs. He has tortured practitioners with instruments such as the "small white dragon." He also ruthlessly force-fed practitioners. He has tortured practitioners while they were handcuffed. He forced practitioners to sit on an iron chair continuously for at least five days. He tortured practitioner Liu Jinshan to death. Mr. Liu Jinshan was on a hunger strike in order to protest his illegal arrest as soon as he was sent to the detention centre. He was brutally force-fed by the detention centre authorities. He died as a result of this torture a few days after his release.

Zhang Wei, Dai (female, given name not known), and Zhu Yaru (female) have also brutally persecuted Falun Gong practitioners.

1. Clarifying the Truth: Because of the persecution in China and the unrelenting hate campaign carried out by China's state-controlled media, Falun Gong practitioners have been actively "clarifying the truth" -- explaining to the public the facts about Falun Gong and exposing the persecution. Truth clarification activities include face-to-face conversations with people, posting notices and posters, handing out flyers, and hanging banners. Outside of China, where Falun Gong is freely practised, practitioners further expose the persecution through anti-torture re-enactments, art exhibits, Internet websites, books, magazines, newspapers, movies and letter writing. The goal of clarifying the truth is to help people understand Falun Gong, to dispel the lies of the communist regime in China and to raise public support to end the persecution. 2. "The 610 office" is an agency specifically created to persecute Falun Gong, with absolute power over each level of administration in the Party and all other political and judiciary systems.
