The Truth about the So-called "Loving and Caring Centre" of Luotai Villa in Fushun City

The Luotai Villa Brainwashing Centre in Fushun City, also known as the "Liaoning Provincial Loving and Caring Centre," is located in Luotai Villa, Fushun City, Liaoning Province. The so-called "Loving and Caring Centre" has a yard surrounded by a secure metal fence. A big padlock can be seen hanging from the front door, which is also locked from the inside. A guard opens it when people enter or exit the building. At the entrance to the first floor, an iron gate has been installed. At night the first and third floors are locked. The building's windows are all secured behind bars.

Falun Gong practitioners are either arrested and brought here or tricked into coming. One or two "accompanying instructors" or "assistant instructors" surround and monitor each practitioner at all times. To achieve the goal of forcing the practitioners to give up the practice of Falun Gong, they've adopted methods to persecute practitioners both physically and psychologically. First they force practitioners to watch videotapes slandering Falun Gong everyday and make them attend "law class," "philosophy class," and "psychology class." Their intention is to destroy the practitioners' wills, employing instructors and former practitioners who were brainwashed to do the "transformation1." They work on the practitioners in turn. If a practitioner goes on a hunger strike in protest of the persecution, the practitioner is barbarically force-fed.

The following are some of the facts of the persecution conducted against some practitioners I know.

Falun Gong practitioner Mr. Yan Hongwei, in his 30s, is an employee in the Huachen Jinbei Train Company. On September 20th, 2005, he was arrested and taken to a brainwashing centre. Collaborators2, or brainwashed former practitioners, tried to convert him everyday, applying pressure and forcing him to watch videos slandering Dafa. Mr. Yan held firm to his beliefs and refused to comply with the authorities' demands. He's been detained for more than a month, and the authorities still refuse to release him.

Practitioner Mr. Gao Dong is a staff member at the Liaohe Oil Field. Because he refused to give up Falun Gong, he was detained in a local mental hospital for more than three months. To protest the imprisonment, he went on a hunger strike, which has lasted for more than 150 days. He now weighs only about 80 pounds. Though he was on the verge of death, the police still wouldn't release him. Instead they transferred him to the Luotai Villa Brainwashing Centre, where he continued his hunger strike. Even though he has no medical knowledge at all, police officer Wu Wei force-fed Mr. Gao. Wu Wei has been persecuting Falun Gong practitioners for the past several years.

Practitioner Mr. Wang Xiaomin is a police officer assigned to the Yongling Police Station in Xinbin County. In October 2005 Mr. Wang was arrested while he was at work and taken to the Luotai Villa Brainwashing Centre. He refused to get out of the vehicle, so one officer told the others, "Get him out of the vehicle and beat him." Later, Wu Wei and a few instructors dragged Mr. Wang Xiaomin from the vehicle to the third floor. Mr. Wang went on a hunger strike to protest the persecution. On October 22nd he was sent to Dongzhou Number 3 Hospital.

Practitioner Ms. Chen Fuying is a resident of the Shuncheng District, Fushun City. One day in October 2005, while Ms. Chen was cooking at home, she was tricked into going with four members of the community office, including a man with the last name of Lin. She was arrested and taken to the Luotai Villa Brainwashing Centre. While Ms. Chen was there, her 80-year-old father was seriously ill. Ms. Chen was persecuted for more than 20 days in the brainwashing centre.

The staff members and monitors at the brainwashing centre are mostly laid off workers, both male and female, with an average age of about 50. Their monthly salary is 400 yuan3, and their meals and living expenses are also covered. All of them know that practitioners are good people who are being illegally detained, but to earn money they are doing bad things against their conscience.

To fulfil the quotas for "transformed" practitioners, fake practitioners are sent from various areas to the brainwashing centre. In September 2005, to complete the quota, a community in Fushun City sent a resident with low pay to the brainwashing centre, and the community paid him 20 yuan per day. When they were "transforming" him, he didn't know anything. When they asked him if he'd ever learned Falun Gong, he said he hadn't. When asked how he'd come to be there, he said the secretary in his community told him to come, telling him he'd be expected to study for a few days and could then return home, for which he would be paid a wage plus food and expenses, which he said was better than staying at home.

On October 18th, 2005, a 71-year-old man was sent to the brainwashing centre. The man needed help from two people to walk and couldn't eat solid food. Everyday he'd lie in bed and read books about livestock. He said he was sent to replace Falun Gong practitioners. A week later he was sent home.

In the name of "Loving and Caring," terrible things are being done at the Luotai Villa Brainwashing Centre to persecute Falun Gong practitioners.
