Mr. Lin Zhiming from Yueyang City, Hunan Province, started practising Falun Gong in March 1996, and benefited from it in both body and mind. After Jiang Zemin's faction began to persecute Falun Gong, Mr. Lin was persecuted relentlessly by people from his workplace. He was transferred, demoted, and placed under house arrest many times. He was even sent to a brainwashing centre (so-called "Legal Education School") in Guangzhou City for over 70 days.

At noon on July 22, 1999, an official from Lin Zhiming's workplace asked him to come to the office, whereupon he put him under house arrest until 3 p.m. that day. They asked Mr. Lin to watch a brainwashing programme on TV and then to talk about his thoughts. Police then took him to the Political Security Division of the Public Security Bureau and detained him that night.

The people in the Public Security Bureau interrogated Lin Zhiming until 5 p.m. the next day, and sent him back to his workplace and ordered him to write his "thoughts about his arrest" at home. Every day, someone from Mr. Lin's workplace was sent to "talk" to him. At the end of July, Lin Zhiming was removed from the duty office of the Railroad Affairs office and sent to Rongjiawan Train Station. The head of the Rongjiawan Train Station asked Mr. Lin to be a permanent assistant duty officer. On August 2, Wang told Mr. Lin that the higher authorities had denied his request for permanent employment and that Lin Zhiming had to be assigned as a temporary staff member. Zhang Yuejun, the party leader of the Railroad Affairs office ordered the train station to set up an "education group" to "help" Mr. Lin and have him turn in a monthly "thought report" to the Party Commission of the Railroad Affairs office. The head of the train station asked the higher authorities many times to allow Lin Zhiming to be a permanent employee, but the Party Commission told Wang that the 610 Office (1) in the Changsha Railroad Company had denied approval. Mr. Lin was not made a permanent officer until October 20, 1999.

In the afternoon of December 6, 1999, Mr. Lin took a day off and went to Beijing to appeal for justice for Falun Gong. He called his colleague in the train station and asked him to cover his work that day. On the morning of December 7, Lin Zhiming visited the Central Office, National Office and the Appeal Bureau and filled out the appeal forms. A policeman took Mr. Lin out of the Appeal Bureau and detained him in a room in the Beijing Yueyang Hotel that morning.

On December 8, police and the leader of the Zhangjiawan Railroad Affairs, went to Beijing to collect Mr. Lin. Zhang ordered him to pay 615 yuan (2) for living expenses - 40 yuan for housing, 100 yuan for security, and 5 yuan for each meal. They told him that it would be deducted from his pay, and gave Mr. Lin a receipt from the hotel in Beijing.

On December 9, the four officers took Lin Zhiming back to the Rongjiawan Train Station. They arrived on the 10th and took Mr. Lin's deposition. On December 11, the deputy director of the railroad police station, sent Mr. Lin to the Yueyang County Prison for 15 days. After that, they took Lin Zhiming to the Rongjiawan Train Station and put him under house arrest. Nine employees from the train station monitored him around the clock. Officials from Mr. Lin's workplace told him that he had committed serious wrongdoing and put him on a one-year suspension with reduced pay.

In March 2000, after the People's Congress meeting, the railroad officers put Lin Zhiming under house arrest again for 2 weeks in the Rongjiawan Train Station. Six people watched Mr. Lin in three shifts. In July 2000, the police again put Mr. Lin under house arrest and had 4 people watching him in two shifts. At the end of July, Mao Yongqiu from the railroad police station deceived Mr. Lin and took him to the Yueyang County Public Safety Bureau Political Security Division. From there, Mao directly sent Mr. Lin to the Yueyang County Prison for 31 days. Mao asked Mr. Lin's wife to pay a fine of 2,000 yuan before Lin Zhiming could be released.

One morning in November 2001, the Rongjiawan Railroad Affairs Party Commission informed Mr. Lin to get ready to go to Guangzhou to "study"-- another term for brainwashing. Lin Zhiming reasoned with them and firmly refused this arrangement. He successfully convinced the officers that he didn't have to go. The next day, when Mr. Lin went to work, the head of the train station, Wang, announced that he would be working in the bus station.

A week later, while Mr. Lin was on duty, people from the Rongjiawan Railroad Police Station and people from the train station affairs arrested him. They put Mr. Lin on a train to Guangzhou and detained him at the "Guangzhou City Legal Education School". They subjected Mr. Lin to brainwashing for over 70 days and released him on January 27, 2002, back to Rongjiawan.
