Sham Autopsy Report to Hide Truth of Suspicious Death of Liaoning Province Dafa Practitioner Ms. Li Ying (Photo)

Li Ying

Fushun City resident Falun Gong practitioner Ms. Li Ying was tortured to death by the No.1 Division of the Fushun Police Department in Liaoning Province. But the police, procuratorate and court have together given false testimony, and at present, the murderers are still at large.

Li Ying was an honest, kind-hearted, and friendly person. Because she practised Falun Gong, she was once sentenced to two years of forced labour in 2001 for the "crime of disturbing social order."

On March 31, 2003, Li Ying was forcefully carried away by 4 or 5 police officers of the No.1 Division of the Fushun Police Department and the Fushun Wanghua Police Station under the pretext of "verifying the materials." In addition, without showing any warrants or legal paperwork, the police ransacked Ms. Li's home at noon on the same day.

After her family members enquired about her everywhere, they found out that Li Ying had been detained at the No.1 Division of the police department. On April 1, her family went to the No.1 Division to deliver some food for Li Ying. From a distance, they saw that she was handcuffed and sitting on a chair. She looked normal at that time. However, the family members were cursed at by the police and forced to leave.

The next day, on April 2, 2003, at noon, her family went to deliver food to her again. This time they saw that Li Ying was handcuffed and her hair was hanging loose. Li Ying told them, "Four police hit me. I did not say anything. They forced me to press my fingerprints [to the statements promising to stop practising Falun Gong], but I do not acknowledge it." Soon after that, the family members were again verbally abused by the police and forced to leave.

On the afternoon of April 2, at about 4 o'clock, Li Ying's family went to the No.1 Division of the police department again. The chief of police at the No.1 Division met them and led Ms. Li's husband to the City Police Department. He inquired if Li Ying had heart disease. Her husband replied that she was healthy and had no physical problems at all.

That same day, the gate of the No.1 Division of the Fushun Police Department was tightly closed. The family were not allowed to enter. Personnel from the police department, the procuratorate, and the politics and law committee came and went from the No.1 Division. Seeing that things were abnormal, Li Ying's family forcefully entered the building. They saw a person lying on the ground in the hall, covered with a ragged bed sheet. They lifted the bed sheet and saw that it was Li Ying. Her body was covered in wounds and she was dead.

Li Ying's family questioned the leaders of the No.1 Division, Hao Jianguang and Hao Shifu, for the cause of her death. Hao said that she had died of natural causes. The family members immediately rebuffed him, "She was all right at noon, and within about 4 hours, she was dead. How could that be a normal?" Afterwards, her family hired a lawyer and looked for someone to videotape the scene of Li Ying's death. The police department, the procuratorate and the Politics and Law committee all tried to stop them from doing so.

Later the procuratorate officials guaranteed to the family members that the procuratorate would videotape the scene, seal the video tape, and store it in a safe place. They also promised that nobody would break the seal without the family's permission. Having no other choice, they reluctantly agreed.

Later, the No.1 Division of the Police Department made it known that they intended to carry Li Ying's body away. The distraught family would not let them. They held hands together blocking the police from carrying her body away. Both sides refused to budge. At the scene, that very evening, the police department, the procuratorate and the Politics and Law Committee personnel held an emergency meeting. Finally at 2 a.m. on April 3, they brought in a truck full of riot police. Hao Jianguang roared, "Take action!"

The riot police rushed in together. Three or four of them carried one family member, and they forcefully took all the rest of Ms. Li's family away. After that, they moved Li Ying's body.

At 9:00 a.m. on April 3, Li Ying's family members went to the No.1 Division again. The people in charge, Hao Jianguang and Hao Shifu, told them that the autopsy result of Ms. Li's death proved that she had died of "natural causes." The family members were not convinced. Hao Jianguang and Hao Shifu said, "Minor scuffles [referring to the torture and persecution by the police] would not have caused the death. If you are still not convinced, you may apply for another autopsy. But you are responsible for the expenses."

Reluctantly and with no way out, the family members paid 5,000 yuan for another autopsy [500 yuan is equal to the average monthly income of an urban worker in China].

After several days, one professor, along with two interns and three other people, came from Shenyang City 202 Hospital. They performed the second autopsy at Nanyang in Xinfu District, Fushun City. Li Ying's family members and their lawyer were present at the second autopsy. Meanwhile, the Fushun City Procuratorate also set up a video camera to record the autopsy. The professor from the 202 Hospital examined in detail the obvious dark, purple wounds on Ms. Li's body, which numbered over a dozen. They also cut the skin open to inspect the size of the blood stasis and recorded the details. Ms. Li's left shoulder had a dark wound the size of a palm, which was about 4 centimeters (about 1 and 3/4 inches) in depth. After seeing that, the professor said aloud to himself, "What heavy item hit the body? It has had such a big impact!" While dissecting the chest and abdomen, the professor narrated while the interns made the record. The family members heard him saying, "There is a hemorrhage spot at the heart, and the base of the heart has a large amount of blood stasis; the base of the kidney has a large amount of blood stasis; and so does the liver." After the autopsy, the professor took Ms. Li's various body parts away to perform cross-sectional analysis and he said that the results would be out in about 5 to 6 days.

After a week, Ms. Li's family was told the result of the autopsy, "Lung thrombus, natural death." It was said that the autopsy report had the signatures of the six people from Shenyang 202 Hospital.

Ms. Li's family asked the city procuratorate for the autopsy report. The procuratorate asked them to talk to the No.1 Division for the report. The head of the No.1 Division, Hao Shifu said, "Science must be trusted; it was a natural death." But when Ms. Li's family members went to the city procuratorate to ask for the autopsy video recording, they were denied permission.

At the end of 2003, Li Ying's mother went to the City People's Congress to report what had happened. She knelt down in front of the People's Congress building for half a day. Afterwards, someone from the City People's Congress said that the No.1 Division should be responsible for this matter. They called the No.1 Division. Afterwards someone from the No.1 Division came and took Ms. Li's mother away. Hao Shifu offered an excuse by saying that he would look into this matter after the Chinese New Year.

After the Chinese New Year, Ms. Li's mother went to the No.1 Division again. Hao Shifu indicated that he was willing to give the family 2,000 yuan for compensation and he urged Ms. Li's mother to settle the case. Ms. Li's mother cried and said that after the second autopsy, it was still the same result. Hao Jianguang blatantly said, "What does the small amount of money you paid for the autopsy count for? We took those who participated in the autopsy to 'take baths' [in Fushun, this means a place for prostitution] and have a feast. That cost us a lot of money."

According to the account of eyewitnesses who were near the No.1 Division, on the afternoon on April 2, 2003, at about 3:19 p.m., an emergency ambulance came to the No.1 Division. Ms. Li's family therefore went to the Funshun Chinese Medical Hospital to check the ambulance record. It said that when the emergency ambulance had arrived at the No.1 Division, Ms. Li had already passed away. But it only took 20 minutes to get from the Chinese Medical Hospital to the No.1 Division. At noon on the same day, Ms. Li had talked to her husband. That means that Ms. Li died between 1:00 p.m. and 3:00 p.m. on April 2. Because she practised Falun Gong, Ms. Li was very healthy. For several years, she had not been sick or taken any medicine. However, in the No.1 Division, she passed away within several hours from "natural causes" -- how could this be credible?

The main person in charge of issuing licenses to lawyers in Liaoning Province had a talk with the lawyer that Ms. Li's family members had hired, and asked him whether he was defending Falun Gong. The attorney replied that he was only offering some legal help. This director said, "If you dare to defend them (Ms. Li's family), don't complain if I do not renew your license for you."

The one who was most tragically hit was Ms. Li's little daughter. In order not to hurt the young child, Ms. Li's family told the child that her mother had died of illnesses.
