Fifteen Practitioners Suffer Persecution After the 2002 Truth Clarification Television Broadcast in Gansu Province

In August 2002, practitioners successfully broadcast two video clips of the facts about Falun Gong, "Witness" and "Trial of History", over cable TV in Xining City, Qinghai Province and at certain areas in the Lanzhou region, Gansu Province. The broadcast lasted half an hour. Thereafter, Jiang Zemin's group started a frantic reprisal, arresting fifteen Falun Gong practitioners. One practitioner was sentenced to twenty years imprisonment. One of the practitioners involved in intercepting the broadcast, Mr. He Wanji, died as a result of maltreatment at the Haomen Prison, Qinghai Province.

In 2002, Three Locations in Two Provinces Received Interposed Television Broadcasts of Falun Gong Facts Video Clips

Within a period of three days, three locations in two provinces received similar Falun Dafa truth clarification videos over local cable television networks. The broadcasts occurred at 7:00 p.m. on August 17, 2002 in the East and North Sectors of Xining City, Qinghai Province, at 8:00 p.m. on August 18, 2002 in the Honggu region of Lanzhou City in Gansu Province, and at 9:00 p.m. on August 19, 2002 in Minhe County, Qinghai Province. The length of the broadcasts (which pre-empted routine state-controlled programming) was half an hour, with coverage of eighty percent of the networks.

These television broadcasts greatly shocked the Chinese officials. After viewing the video clips, many people learned the truth of the persecution suffered by Falun Gong practitioners. Jiang gave a hard deadline for solving the problem, leading to the arrest of fifteen Falun Gong practitioners.

Fifteen People Unlawfully Sentenced to Forced Labour Camp

On December 30, 2002, the Intermediate Court of Xining City, Qinghai Province passed sentence without due process on four of the Dafa practitioners who were involved in the TV broadcast incidents. Zhang Rongjuan was sentenced to twenty years, He Wanji sentenced to seventeen years, Li Zhongfeng sentenced to fifteen years and Duan Xiaoyan sentenced to seven years. Zhang Rongjuan, He Wanji, Li Zhongfeng and Duan Xiaoyan immediately lodged their appeals. In January 2003, the sentences of Zhang Rongjian, He Wanji, Li Zhongfeng and Duan Xiaoyan were upheld by the Qinghai Province People's High Court without due process.


Within the month of August 2002, the authorities used torture to induce confessions from the Dafa practitioners. On December 30, 2002, during the courtroom "trial", many people witnessed that Falun Gong practitioners Zhang Rongjuan, He Wanji, Li Zhongfeng and Duan Xiaoyan had marks on their bodies from the various forms of torture. Falun Gong practitioner Li Zhongfeng's legs showed obvious signs of injury, as he was limping when he walked.

Dafa Practitioners He Wanji and His Wife Are Both Tortured to Death After One Year in Detention

On May 28, 2003, Dafa practitioner He Wanji, who was involved in the broadcasts, died from maltreatment at the Haomen Prison, Qinghai Province. His wife Zhao Xiangzhong, who was arrested and sent to a forced labour camp when she clarified the facts of Falun Gong, was tortured until she was almost paralyzed. After returning home, she passed away in January 2003.

The authorities wanted to detain Dafa practitioners en masse, so they secretly transferred a huge sum of money to rebuild the Haomen Prison at Menyuan County, Qinghai Province. It is not known how many Dafa practitioners are being detained there at present. From information provided individually, the forms of torture carried out there are extremely barbaric. Two policemen from the prison were overheard boasting about how they trained dogs to attack and ravage prisoners. One of them said: "Once you arrive at the prison, you will cease to be treated as a human being!"

Appended below are the facts collected by the group that investigated evidence and materials regarding the persecution of Dafa practitioners He Wanji, Zhao Xiangzhong and their family:

Before he practised Falun Gong, He Wanji had a brain tumour and other illnesses, his wife Zhao Xiangzhong was stricken with nephritis (inflammation of the kidneys), migraine headache, arthritis and other illnesses, and their son's education was a problem. He Wanji, a policeman, was at his wit's end.

In 1997, He Wanji became acquainted with Falun Dafa. He taught the exercises to his father, mother, wife and brother. From then on, the whole family changed. All of them improved their daily conduct in accordance with the requirements of Zhen, Shan, Ren (Truthfulness, Compassion, Forbearance). He Wanji, Zhao Xiangzhong and her mother recovered from their illnesses and their son became a better person. From that time on, the whole family lived in harmony.

On July 20, 1999, the Jiang regime began its persecution of Falun Gong practitioners and He Wanji was fired. He and his mother went to appeal in Beijing. Five days later, they were sent back and each was sentenced to forced labour for a year.

In 2000, after the sentence was completed, He Wanji's work unit did not reinstate him. He Wanji and his wife left home to clarify the facts of Falun Gong to the world. Three months later they were unlawfully arrested by the Public Security Department of Huangzhong County. While in the Huangzhong Detention Centre, the police brutally assaulted and abused He Wanji and Zhao Xiangzhong. He's back and legs were beaten until they were purple in colour, and he was unconscious for the whole day. After relentless abuse by the police, He Wanji and his wife were sentenced to three years at a forced labour camp. When he was sent to the forced labour centre, He Wanji was beaten until he had great difficulty walking.

After He Wanji and Zhao Xiangzhong served the forced labour sentence, officers from the Xining Public Security Department repeatedly and unlawfully searched their home more than ten times. The ransacking happened deep in the night each time. The whole house was turned upside down. He Wanji's paternal grandmother and his son went to visit him at the forced labour camp and were both detained for more than a month without any reason.

In 2003, Zhao Xiangzhong was tortured by the police until she was almost paralyzed. She was then sent home. No one knows what type of injection was given to her, but after she returned home, she went to bed and became paralyzed. She passed away on January 22, 2003.

Because He Wanji was involved in the television broadcast, he was sentenced to seventeen years. First, he served the sentence at Dongchuan Prison. Later, he was transferred to the Haomen Prison, Menyuan County, Qinghai Province. In April 2003, when He Wanji's relatives went to visit him, he was still very healthy. On May 28, 2003, he was killed by the prison police using unknown means. His corpse was sent to the Qinghai Red Cross Hospital so that his son could go there to retrieve the body. When the relatives went to retrieve the body of He Wanji on May 28, they noticed blood oozing out of his nose, his right arm was showing wounds with green and purple colours, and there were spots, which looked like injection points. The police demanded "treatment fees" of thirty thousand yuan (1). The family members refused to pay. The family members negotiated with the prison officials and finally only paid five hundred yuan for funeral expenses.

After He Wanji and his wife were persecuted to death, his eighty year old father could not bear the intense grief and on January 30, 2003, he too passed away.

In 2002, the heads of the "610 Office" (2) at Xining City, Qinghai Province, Duan Zhihua, Wei and Wang Qingping (Section leader) went to search the home of He Wanji's brother, He Wanzhu. They robbed him of more than six thousand yuan and sentenced him to three years of forced labour without due process. At present, he is being detained at Qinghai Forced Labour Camp in Duoba town.

Within a year, He Wanji's family was broken up, with three deaths in the family caused by the "610 Office" in Qinghai Province. To conceal their crimes, the "610 Office" did its best to stop any form of investigation. The chief of the Public Security Office, Qinghai Province, He Zaigui personally arranged for the son of He Wanji to be transferred to another location away from Xining, at the far away locality of Haixizhou region of Qinghai Province. Several months ago, He Zaigui again ordered the department concerned to change the employment of He Wanji's son.
