Exposing the Crimes of Zhou Yongkang and a Call to Bring Him to Justice

From November 2003 to January 2004, reports of the torture-related deaths of 26 Falun Gong practitioners were confirmed. These practitioners came from 9 different provinces and cities. The tortures forced on them include brutal beatings, electric shocks, force-feedings, and injections with drugs that damage the central nervous system. A 65-year-old lady and a 32-year-old young man were among the dead.

In response to the continued persecution and mass arrest of Falun Gong practitioners in China, overseas practitioners have held press conferences and candle-light vigils in many cities around the world, including Houston, Chicago, Washington D.C., San Francisco, New York City, Sydney, Melbourne, Canberra, Tokyo, London, Vancouver, Toronto, and Dublin. Practitioners exposed the persecution of Falun Gong by Jiang Zemin's regime, and they strongly call that the chief criminal Jiang Zemin and his accomplices Luo Gan, Liu Jing and Zhou Yongkang be brought to justice.

This article provides some information about the crimes committed by Zhou Yongkang. The purpose is to expose Zhou's crimes. At the same time, I encourage people who have more information to join in and provide more details about Zhou's crimes so as to help bring him to justice.

Gathering Unlawful City and County Officials in Sichuan Province to Carry Out the Policy of Persecuting Falun Gong

On May 29, 30 and 31 in 2002, then Sichuan Province Party Secretary Zhou Yongkang gathered most city and county officials of Sichuan Province in Weiyuan County, Neijiang City to hold a 3-day meeting aimed at implementing the policy to persecute Falun Gong. Most officials attending the meeting were top leaders in their local cities or counties, many of them in charge of persecuting Falun Gong. Rong Guangsong was the Weiyuan County Party Secretary. Among the many county leaders, Rong was the one who committed the most evil acts. I have learned that Weiyuan County officials were very pleased that Weiyuan County was chosen to host such a meeting, as it is very rare for so many high ranking officials to gather together.

Analysts say that, given the environment at that time was one of increasingly intense persecution of Falun Gong by the Jiang regime, such a gathering was very likely conducted with the intention of developing the policy to persecute Falun Gong in Sichuan Province.

On March 5, 2002, some practitioners tapped into the cable TV signal in Changchun City, Jilin Province and broadcast some documentaries about the facts of the persecution of Falun Gong. Afterwards, Jiang Zemin issued an order to kill practitioners at will. Luo Gan, head of the "610 Offices" [agencies specifically created to persecute Falun Gong, with absolute power over each level of administration in the Party and all other political and judiciary systems], personally issued an order requiring Heilongjiang Province to arrest 6,000 practitioners in a three-month period from April to June, 2002. In April, a "Falun Gong Special Task Committee" was established in Changchun City, marking the start of another round of the "resolute and comprehensive battle against Falun Gong." The police system in Liaoning Province also held meetings in April to carry out the persecution of Falun Gong, granting the police authority to arrest practitioners at will, without having to show any reason or warrant. Moreover, according to inside news, after his visit to Germany in April, Jiang Zemin once again ordered the police system to launch a more severe assault on Falun Gong in the months of May, June and July. This order was delivered to various levels of political and legal committees. Falun Dafa Information Centre reporters also verified in May that a classified document from the Party, which was disclosed by overseas media, instructed the police to "...arrest Falun Gong practitioners as soon as they are found, and the police can make up arrest warrants afterwards." This document states that this order is effective until the end of 2007.

Zhou Yongkang is infamous in Sichuan Province for his brutality. Sichuan people call him "human rights killer" behind his back. During his tenure in Sichuan, Zhou Yongkang and other high ranking officials colluded with each other to persecute Falun Gong. Sources contend he authorised, supervised, and endorsed such means as murder, torture and disappearance in order to intimidate and eliminate Falun Gong practitioners in his region. He also carried out a brutal policy of implicating others in the abuse, saying, "if parents practise, lay off the children; if children practise, sack the parents. Stop paying their pension and break off their financial resources." He has made Sichuan one of the provinces where Falun Gong is persecuted the most. By persecuting Falun Gong, he paved a road to his own promotion, a road stained with Falun Gong practitioners' blood, and become the head of the Ministry of Public Security.

According to statistics between July 1999 and February 10, 2004, at least 86 Sichuan practitioners have been tortured to death, 26 of them from Chongqing City, Sichuan Province. During the brutal brainwashing process, some were tortured to death. Some were beaten to death on the spot.

It is obvious that Zhou Yongkang is responsible for the death and injury of many Sichuan Falun Gong practitioners.

Persecution of an Excellent Government Official, Ms. Huang Min

A reader from Sichuan Province wrote a letter to Clearwisdom.net to expose the persecution of Huang Min by Zhou Yongkang. In the letter, he wrote,

"I am an employee of the Chengdu City Rural Area Enterprises Bureau. Our director and party secretary Huang Min was a good leader who cared most about her employees. Whenever we encountered difficulties, she would come to us and help us overcome them. We all called her 'our good director'. In July 2000, in order to validate Dafa, she went to Tiananmen Square to say that Falun Dafa is great, despite the intimidation and pressure from Zhou Yongkang and Wang Tiqian (Chengdu City Political and Legal Committee Secretary, who has since been promoted for his persecution of Falun Gong, just like Zhou Yongkang). As a result, Zhou Yongkang, Wang Tiqian and "610" have persecuted Huang Min many times. Before Zhou Yongkang left for Beijing to become the head of the Ministry of Public Security, Huang Min was illegally sentenced to one and a half years of "re-education through labour." She wasn't released until recently. Now she is under house arrest. Three people are assigned to watch over her around the clock. They also keep track of every move of Huang Min's."

Instructing the Sichuan Cable TV Network to Demonise Falun Gong

News on March 30, 2001, reported that Zhou Yongkang instructed the Sichuan Cable TV Network to produce a 20-episode series to Demonise Falun Gong. This program was aired starting March 16, 2001, one episode per night. Moreover, Zhou intended to get publicity by smearing Falun Dafa, selling out his own conscience. The facts were turned upside down in the program, and the distorted stories incited hatred in the public against Falun Gong.

Escalating His Efforts Against Falun Gong After Becoming the Head of the Ministry of Public Security

At a meeting on December 9, 2003, Zhou Yongkang continued to carry out Jiang's policy of persecuting Falun Gong, saying, "cracking down on Falun Gong is the main task of the Chinese police system." According to a report by "People's Police," a newspaper in Beijing, Zhou Yongkang announced Jiang's eight major points regarding domestic and international issues. The first five points were to strengthen the dictatorship, with the suppression of Falun Gong listed as the third major point.

I once did a search on the Chinese Police Net and found that in just seven months from May 2003 to February 2004, Zhou Yongkang, in his capacity as head of Ministry of Public Security, had delivered 12 speeches slandering Falun Gong and stressing the importance of suppressing Falun Gong in various settings. It is obvious that Zhou has wasted no time carrying out Jiang's policy of eradicating Falun Gong.

On August the 27th 2001, Zhou Yongkang was sued on charges of crimes against humanity while visiting the U.S. Human rights lawyer Terri Marsh and 36-year-old Boston resident He Haiying delivered the complaint to Zhou. The complaint, submitted to the district court in Illinois, listed crimes including torture, abuse and punishments, crimes against humanity, and wrongful arrest. Zhou was also accused of violating the Torture Victims Protection Act and the Alien Tort Claims Act.

At present, legal action in numerous countries has been taken against Jiang Zemin, Luo Gan, Liu Jing and Zhou Yongkang for libel or torture. Jiang is the subject of most of them. Altogether six countries and regions have brought lawsuits against him on charges of genocide.

Good will be rewarded with good, and evil with evil. Falun Gong practitioners request the four criminals be brought to justice. This is an act in accordance with the will of Heaven and the people. Jiang and his accomplices, who have committed unforgivable sins, will receive a just trial.
