Fang Xianzhi, male, 61 years old, was an engineer at the "Inland River Survey & Design Institute" in the Sichuan Provincial Transportation Department. He lived at No. 4, Unit 1 of Building 2, 33 Taisheng Road North, Chengdu City. On January 18, 2001, the "610 Office" ordered a nationwide large-scale search and arrest of Falun Gong practitioners. On the next day, Fang Xianzhi was kidnapped and sent to the No. 1 Detention Center of Chengdu City. According to the news resource, on January 31, the detention center suddenly informed Fang' family members to pick him up at a hospital near Ningxia Street.

By the time his family members saw him, Fang was in comatose state. A policeman of the detention center asked Fang Xianzhi' daughter to sign the release document. Seeing that her father, who used to be healthy before he was sent to the detention center, was tortured to such a miserable condition, the daughter refused to sign her name. After returning home, Fang Xianzhi passed away on the morning of February 2.
