WOIPFG Participated in the Lawsuit in Iceland Against Luo Gan, the Head of the “610” Office

On the 8th of September 2003, the World Organization to Investigate the Persecution of Falun Gong participated in the lawsuit against Luo Gan, the head of the “610 Office”, in Iceland as one of the plaintiffs. The report states: “the investigation confirmed that the establishment of the “610 Office” was a personal decision made by Jiang Zemin. On the 25th of April 1999, the night when Falun Gong practitioners went to Beijing to peacefully appeal, Jiang wrote a letter to members of the Politburo’s Standing committee and other leaders. The letter was the first time it was stated the communist party must overcome Falun Gong. On the 6th of June, Jiang said at a politburo meeting that the government would oversee the efforts of handling and resolving the Falun Gong ‘problem’ and that the party would establish a leadership team to handle Falun Gong. Li Lanqing was to be the director, with Ding Guangen and Luo Gan as deputy directors. On the 10th of June 1999, the team was officially established. The process of establishment also contravened the constitution and the normal legal process.

According to the report, the “610 Office” is an illegitimate secret organisation. Concerning the establishment of the organization, the Communist Party and State Council have never publicly admitted the existence of the organization in public or via an official press release. The organisation’s establishment, structure, hierarchy, operation and budget have not conformed to the existing structure of the Communist Party and the Chinese government. On the contrary, it has the power to go beyond the existing constitution and law and has access to any resources it wants. This organisation, that has no legal foundation, is similar to Nazi Germany’s Gestapo and also the teams during China’s Cultural Revolution. Because of the special status and function of the “610 Office”, it should be held responsible for the illegal deeds of death, torture, arbitrary detention, ‘education’ through labour, as well as sentences and fines that are common with the persecution of Falun Gong.

WOIPFG spokesman John Zhao said that this is the first legal action that the WOIPFG has taken against those who are directly and primarily responsible for the persecution of Falun Gong. The “610 office” is an organisation completely devoted to the persecution of Falun Gong. Except for obeying the party at all levels, its power goes beyond ordinary governmental departments and public prosecution laws. As the head of the 610 office, Luo Gan cannot waive responsibility for the persecution of Falun Gong. From the central government downward, the “610 Office” has been established at every level in every province, city, and county. Branches of the “610 Office” have also been set up in various universities, organisations, and large corporations. Luo has personally gone to labour re-education institutions to promote the persecution of those Falun Gong practitioners who have been detained and persecuted, and to publicly encourage police and cadres in labour camps who have persecuted Falun Gong practitioners, even though these people may know that it is against the law. The WOIPFG is collecting criminal evidence of Luo Gan’s participation in the persecution of Falun Gong practitioners, so that the evidence may be prepared for submission to future prosecutions.
