Police in Unmarked Car Arrive at a Village and Attempt to Arrest Dafa Practitioner without Any Legal Procedure

Dafa Practitioner Wang Guirong from Fushun City, Liaoning Province, had been illegally detained for going to Beijing to appeal for Dafa. After she was released, township head Zhang Ping often brought "610 Office" ["610 Office" is an agency specifically created to persecute Falun Gong, with absolute power over each level of administration in the Party and all other political and judiciary systems] police to her home to harass her. One day, the policemen found that she still hung Teacher Li's picture at home. They were flustered and tried to take the picture away. While holding tightly to one side of the picture, Wang Guirong kept clarifying the truth to them. With her sincere heart, the 61-year-old lady eventually got the picture back from the hands of three young and strong policemen.

On June 16, township head Zhang Ping brought three policemen (their last names were Bai, Zhai and Fei) to the village. They drove up in an unmarked car and came to Wang Guirong's home like thieves. They were going to take Wang Guirong away. Wang's husband questioned them, "You don't have an arrest permit. What allows you to conduct the arrest?" Facing an audience of many people who sternly watched them, the police had to send people to prepare an arrest permit. Wang Guirong took the opportunity to leave home. Now she is forced to become homeless in order to avoid the persecution.

Why did the township head and policemen take an unmarked car and try to arrest the practitioner without being noticed? They knew what they did couldn't withstand public scrutiny, but they still did it against their conscience in order to reach their targeted quota [1] and personal gain.

[1] Policemen in China are often faced with a 'quota' of the number of Falun Gong practitioners to arrest in a certain period of time. Policemen who meet this criteria are sometimes rewarded; policemen who fail to meet it are almost always punished. Policemen sometimes arrest Falun Gong practitioners who gave up cultivation, or non-practitioner family members of Falun Gong practitioners to meet this quota.
