RFI (Radio France International): China’s Broadcast of Beggars Being Poisoned Is Slandering Falun Gong

On the morning of July 18th, Radio France broadcast the following news to mainland China and the Paris Region:

The Taiwan Falun Dafa Association released a public letter to the media, seriously stating that Chen Fu Chao, who poisoned 16 beggars to death in Chekiang Province, is not a Falun Gong practitioner afflicted with qigong psychosis. The Taiwan Falun Dafa Association claimed that the report by China’s media is a slanderous attack on Falun Gong.

The Taiwan Falun Dafa Association released a public letter to the media on Pure Awakening Net [an Falun Dafa website], seriously stating that the suspect who allegedly murdered 16 beggars in China is not a Falun Gong practitioner. Hopefully the Taiwanese media will not be misled by China’s media when reporting the news. The Taiwan Falun Dafa Association also regrets that the Taiwan media is biased by China’s slandering propaganda to repeat the serial killings of beggars by a practitioner. The following points are offered to refute the false charge of the Chinese authorities and also for the reference of the media.


Recently in China there were serial killings of 16 beggars. Before the criminal investigation concludes, China’s state-run Xinhua News Agency announced that the murder case was solved and partially confirmed that the main suspect of the case, Chen Fu Chao, was a Falun Gong practitioner. The World Organization to Investigate the Persecution of Falun Gong has verified that this case has been fabricated by the Chinese authorities and Xinhua News Agency to frame Falun Gong.

Taiwanese practitioners think that Mr. Chen is absolutely not a Falun Gong practitioner, whose confession shows that he has no link with Falun Gong. Therefore, we hope that the Taiwanese media will not be misled by Chinaese propaganda when reporting the news.

Regrettably, on July 14th all branches of Taiwan’s media reported the fabricated story without investigation. For reference of the press, we would like to offer some points here to clarify the “news” of the alleged serial killings by a practitioner.

1. The suspect, Chen Fu Chao, is not a Falun Gong practitioner.

According to a statement in China’s state-run media, Mr. Chen confessed that he practised Falun Gong and revered Mr. Li Hongzhi. We think that this confession does not show that Mr. Chen is a Falun Gong practitioner. We cannot say we are workers of certain company just because we revere someone in this company. Furthermore, we can not put the blame on this company when we do something wrong or commit a crime.

“Zhuan Falun”, the book written by the founder of Falun Gong, Mr. Li Hongzhi, points out clearly, “So if somebody just does these few sets of movements every day, you think he counts as a Falun Dafa disciple? Probably not. The reason is, when you truly cultivate you have to discipline yourself with that character standard we talk about, you have to really improve your own character, and then, and only then, is it true cultivation.”

That is, whether Mr. Chen is a Falun Gong practitioner cannot be claimed or proved by himself. According to the principles of Falun Gong, a Falun Gong practitioner must truly cultivate his mind and at the very least, he must be a good person. Based on the principles of Falun Gong, we cultivate “Truthfulness-Compassion-Forbearance.” Every practitioner is forbidden to kill any living thing, not to mention a person, because practitioners are taught to treat lives with compassion.

However, Mr. Chen thinks that to kill one person will bring benefits to himself and the victim. What he did is against the principles of Falun Gong. There is absolutely no Falun Gong practitioner of this kind.

2. Xinhua News Agency purposefully stated that Mr. Chen was afflicted with qigong psychosis.

The Chinese authorities lied that Chen Fu Chao had been afflicted with qigong psychosis after his cultivation, and this is why he committed the crimes. The purpose of this fabricated case is to frame Falun Gong; this kind of slanderous attack does appear once in a while.

This case is similar to the earlier one where “Fu Yuban killed his father and his wife,” in that both killers are mentally ill, but were labelled Falun Gong practitioners by the government.

Master Li Hongzhi said in Zhuan Falun, “But actually, I’m going to tell you: there’s just no such thing as qigong psychosis.” As a matter of fact, among the 100 million Falun Gong practitioners around the world, there is no one afflicted with qigong psychosis. No one thinks that “beggars and loafers are regarded as the highest level of human beings” as stated by the state-controlled Chinese media. No one thinks that “killing beggars and loafers helps cultivation.” Nor does any one become mentally ill.

The serial killings happened in China. Logically we can make a comparison. If one out of 60 million communist party members goes out of his mind and kills someone, can we put the blame on the communist party? Can we say that the person becomes mentally ill because he read the declaration of the communist party?

Similarly the murder case allegedly committed by Chen Fu Chao should be investigated in a scientific way. No judgement should be inferred from his unreasonable confession and behaviour. Moreover, his crazy confession should not be used to slander Falun Dafa. If Mr. Chen really killed people and went out of his mind, a psychiatrist should be consulted to examine his mental condition and we should leave his wrongdoing to the justice of law.

His wrongdoing is closely related to his own character, his circumstances and the society he lives in. However, his personal behaviour is absolutely not associated with cultivation, not even with Falun Dafa.

3. Xinhua News Agency is at its wit’s end, fabricating the same lies all the time.

Xinhua News Agency claimed that Mr. Chen is afflicted with qigong psychosis. Besides, in order to associate the murderer with Falun Gong, Xinhua News Agency reported without checking any of the Falun Gong books, “He (Mr. Chen) confessed that beggars and loafers are regarded as the highest level of human beings; killing beggars and loafers helps cultivation; his purpose of killing is to upgrade his cultivation of Falun Gong.”

Checking all the Falun Gong books, we find no such statement as “beggars and loafers are regarded as the highest level of human beings.” There is even no statement like “killing beggars and loafers helps cultivation.” The report by Xinhua News Agency is meant to slander Falun Gong.

If Chen Fu Chao really thought that “beggars and loafers are regarded as the highest level of human beings,” then he could just join the beggars to promote himself. Is it not only ignorant and unreasonable to report that “the purpose of killing is to upgrade his cultivation.” It also shows that the Xinhua News Agency reporter has no understanding of Falun Gong. In fact it is not the first time that Xinhua News Agency defamed Falun Gong. Xinhua News Agency had reported a similar case where a mentally ill person killing his family is said to be a Falun Gong practitioner, because “to kill his relatives is to let them return to the heavenly world.” Last year Xinhua News Agency published another murder case, claming that the criminal confessed that to kill one person was to save him. Then Xinhua News Agency put the blame on Falun Gong again.

4. Xinhua News Agency solves the case before the criminal investigation concludes.

The World Organization to Investigate the Persecution of Falun Gong points out: Xinhua News Agency claims that the murderer is a Falun Gong practitioner before the criminal investigation concludes. According to the investigation of this international organisation, there were still no leads in the case by the time Xinhua News Agency published its article; all the police knew was that the victims died from poisoning. However, Xinhua News Agency stated that the case was solved the previous day, which is contradictory. This is an intentionally fabricated case to slander Falun Gong. Based on the above-mentioned doubts, this is a case fabricated by high-level officials in a hurry to slander Falun Gong. There is a strong resemblance between this case and the previous ones. The only difference is that this fabricated case exposes Jiang’s exhausted tricks. Jiang’s regime and the high-level officials care nothing about the 16 victims, who is the real murderer, and what is the truth. It still takes needs our efforts to find out the truth.
