On January 26, 2001, the Beijing Mamengbao Joint Defence Department and police from the Nanyang City Police Department, Henan Province illegally sent ten Falun Dafa practitioners to the Yong'an Road Inspection Station in Nanyang City. There, the practitioners were devastated by inhuman means. Among those tortured was 58-year-old Falun Dafa practitioner Mr. Wang Huaiying from the Heze region of Shandong Province, who was pitilessly hung up until he died.

The ten Falun Dafa practitioners came from Hebei, Shandong and Henan provinces. After going to Beijing to peacefully appeal, they were illegally detained at the Inspection Station of Nanyang City. They kept practising the Falun Gong exercises, studying the Fa [the teachings of Falun Dafa] and reciting articles together, carried out hunger strikes to protest the evil persecution, and demonstrated the firm faith of a Falun Dafa practitioner.

The officers from the Nanyang Police Department took turns torturing and abusing practitioners. They used a cruel torture method called "steelyard hanging" on those practitioners who had been on hunger strike for ten days. "Steelyard hanging" is to hang a person up by cuffing one of their hands, and at the same time tie the other hand with a belt and forcefully pull the hand far to the side, thus the person's body forms the shape of a hanging steelyard scale. This is an extremely cruel torture, and almost everyone hung up in this manner would lose consciousness. On February 1, 2001, 58-year-old Falun Dafa practitioner Mr. Wang Huaiying, height 175cm, was hung up for between three and four hours, and died as a result. All the Falun Dafa practitioners who were illegally detained there as well as all the other inmates detained there witnessed it.

The murderers are, Ran Chengquan, Zhang Yuzhou, Wang Tengyong and Wang Taicheng, policemen of Nanyang City Police Department, Henan Province. Criminal detainee Zhang Tiangui (policeman Zhang Yuzhou's relative) was an accomplice.
