On July 21 1999, Dafa practitioner Ms. Jiao Fangyu was kidnapped from a hotel near the Provincial Government in Shandong Province and escorted back to her workplace Shandong Laiwu Steel International Corporation. Persons from the "610 Office" of Laiwu Steel persecuted her for several days ["610 Office" is an agency specifically created to persecute Falun Gong, with absolute power over each level of administration in the Party and all other political and judiciary systems]. In the middle of December 1999, she went to Beijing to appeal for Falun Dafa and was taken to the Tiananmen Square police station, where the police officers threatened and illegally detained her for about 12 hours.

In January 2000, Jiao Fangyu went to the Appeals Office of the central government in Beijing. The police kidnapped and then transferred her back to Laiwu Steel. The "610 Office" authorities from Laiwu Steel illegally detained her for over 60 days. During the detention, the "610 Office" authorities put men and women detainees together in the same cells. She was "fined" over 4,500 Yuan and had to pay a "deposit" of 10,000 Yuan.

In April 2001, Jiao Fangyu and practitioner Zhang Wenhua were kidnapped while handing out materials to reveal the truth about Dafa, and were kept in a detention centre for a month. The evil people in the detention centre hung them up, beat them, humiliated them and electrically shocked them. They were then transferred back to Laiwu Steel. Zhang Wenhua and Jiao Fangyu were both sentenced to three years of forced labour. At that time Jiao Fangyu was already four months pregnant. The evil people from Laiwu Steel's "610 Office" forcibly made her undergo an abortion. Twenty days later, when Jiao Fangyu was transferred to the Zhibo police station, they refused to take her in. Laiwu Steel's "610 Office" people again took her away and detained her again for over a month. At the end of October 2001, she was transferred to the Provincial No. 2 Women's Labour Camp and has been detained there since then.
