Slave Labour Conditions at Jincheng City Detention Station in Shanxi Province

Practitioners and other prisoners held in the Jincheng City Detention Station in Shanxi Province are forced to do extremely demanding slave labour regardless of their age, gender, or physical conditions. Detainees have been exposed to poisonous chemical dyes for extended periods, due to unhealthy work conditions, and now have swollen faces and show symptoms of dizziness.

The detainees must rise at 6:00 a.m. and begin making bundles of flowers. They have a daily quota to fill, so their lunch breaks are very short. Work doesn't end until 10:00 p.m. It takes more than 14 hours each day to finish the daily quota, which is hard for new detainees to complete. Besides needing extra time to finish, the detainees are regularly beaten, cursed at, and otherwise physically abused.

The prisoners are on duty in 12-hour shifts—1:00 p.m. to 1:00 a.m., 3:00 p.m. to 3:00 a.m,, and 6:00 p.m. to 6:00 a.m. While on duty they cannot sleep or work, which is a kind of torture in itself. Most prisoners can sleep for only five hours per day.

Lu Shengli, director of the detention station, cares only about making a profit. He does not care if the prisoners die. He forces detainees to work as slaves, who worry constantly about finishing their quotas.

The detainees are not paid. Their food is meagre and living conditions extremely harsh. The detention station sells food and daily supplies, at prices much higher than outside the detention station.

Because the detainees work in their cells, many illegal items needed for their work are kept in the cells. Making profit by working inmates like slaves is also illegal, so when the inspectors come, the guards order the detainees to hide the flower bundles and other illegal items. Of course, the inspectors are usually bribed, and then ignore anything illegal in the cells.

The prisoners are not allowed to talk loudly or sing, nor are are they allowed to know the time of day. They have no freedom or dignity. Every day, they just produce craft flower bundles like machines. This destroys a person's will and belief, while their tormentors make huge profits.

If detainees become sick, they are punished, and not cared for. One day, a detainee passed out. Dr. Yan from the detention station was called in, and used a large needle to poke the person's facial acupuncture points more than ten times. The person's mouth swelled so much that he could not open it to eat. If this happens at night, the torture is even worse, because the detainee “interrupted” the doctor's sleep.

Slave labour exists not only in the Jincheng Detention Station but also in several other detention stations in Jincheng City, including the Zezhou County Detention Station.
