Elderly Ms. Peng Yinxiang from Wuhan City Tortured at Banqiao Brainwashing Centre

Ms. Peng Yinxiang, a practitioner from Hongshan District, was almost 70 years old when she was arrested and jailed at the Hubei Province Banqiao Brainwashing Centre over two months ago. It was reported that she has been very severely persecuted. The police have exhausted a variety of base means to interrogate her.

Ms. Peng Yinxiang was arrested on the afternoon of May 20th, 2013, by a group of police led by Li Hongwen from the Domestic Security Division of Hongshan District Police Division, and Cai Heng from the Domestic Security Division of the Wuhan City Police Department. According to insiders, Ms. Peng Yinxiang was directly sent to the Hubei Province Banqiao Brainwashing Centre.

The Wuhan City Political and Judicial Committee 610 Office (an organisation of special agents just for persecuting Falun Gong) has secretly arrested almost twenty practitioners from Wuhan City since April 19, 2011. They tried to arrest Ms. Peng Yinxiang but did not succeed. Ms. Peng Yinxiang has been forced to become homeless to avoid persecution for the past two years, but was nonetheless arrested and tortured by the Chinese Communist Party (CCP) police.

Because she practises Falun Gong, she has been tortured several times by authorities. On November 18th, 2000, Ms. Peng Yinxiang went to Beijing to affirm that Falun Gong is good to the authorities. She was picked up by a police officer named Shen from the Luonan Police Station, and sent back to Wuhan. That same day, she was detained at the Er'zhigou Women's Detention Centre for one month.

She was later sentenced to half a year and served it outside the jail. In April 2003, the 610 Office, the police station, and her workplace worked together to arrest Ms. Peng and take her to the Jiufeng Brainwashing Centre of the Hongshan District, where she has been persecuted for over forty days.

The Hubei Province Banqiao Brainwashing Centre is a facility where Falun Gong Practitioners are detained and tortured. This is conducted outside of any normal legal procedures. Even family members know very little about the practitioners' whereabouts. This facility uses the main measures of “deceiving, brainwashing, and mentally torturing,” and also the supplementary measures of “torturing with violence and physical tormenting.” This is done to destroy the will of practitioners, and their physical bodies, and achieve the goal of destroying their wills. This is done by means of “unlimited detention” and “ignoring the law in the name of the law” in order to create an atmosphere of “ridiculous horror.” This facility has tortured over one thousand Falun Gong practitioners.

The Hubei Province Banqiao Brainwashing Centre is located at the No. 2 Xinan'mahu Village of Hongshan District, Wuhan City. It goes by the name of “Hubei Province Legal Education Institute,” and is under the jurisdiction of the Hubei Province Judicial Department and the Hubei Province 610 Office.

The Hubei Province 610 Office used a courtyard of the Hongshan Prison as the brainwashing centre to “transform” [forcibly renounce Falun Gong] practitioners arrested from all over Hubei Province in February 2002. The first batch of the name list can be found in the No. 6 Document of 2002 of the Hubei Province Office, and the person who signed the document is the deputy secretary general of the Hubei Province Committee, the 610 Office director named Huang Zhaolin.

The centre was relocated to the current Mahu Village No. 2 in 2009, and was re-named, “Hubei Province Legal Education Institute.” The 610 office used bribes to tempt the guards at the brainwashing centre to betray their conscience, or as they say, “violate the law in the name of executing the law,” and to work for them. They are driven by self-interest and power. The brainwashing centre was upgraded to a section level facility, which was divided into two squadrons. Promotions were promised to guards who were diligently involved in the persecution.

There has been news confirming that several practitioners were arrested and tortured at the Banqiao Brainwashing Centre in 2013. Xu Xudong from Shiyan was arrested and taken there on March 25th. In April, Ms. Yang and Ms. Zeng, who are in their fifties, were persecuted at the Banqiao Brainwashing Centre. In May, practitioners Zhou Jianwu, Peng Yinxiang, and Xie Airong from Wuhan City, along with Gan Xuerong from Huangmei, and Hu Qiumei from Huanggang were confirmed to have been detained there, and in June, Cui Changyu and Peng Xuemei from Wuhan, Zhou Lianying from Xiaogan, and Xu Simei from Hanchuan were confirmed to have been detained at the Banqiao Brainwashing Centre. In July, Zeng Jinhuan from Macheng was confirmed to have been detained and persecuted at the the centre.
