Since the persecution of Falun Gong started in July 1999, in the Jixi City area of Heilongjiang Province, more than 400 Falun Gong practitioners have been arrested, detained, put in forced labour camps, or sentenced to prison. At least 23 practitioners have died as a result of persecution. In many cases, when practitioners' labour camp or prison sentences have been completed, instead of releasing them, the Jixi 610 Office (an organisation of special agents just for persecuting Falun Gong) transfers them to brainwashing centres, where the persecution then continues.

Falun Gong practitioner Ms. Wang Lansheng was released from Jiamusi Prison on March 15th, 2013, after being detained there for seven years. The Jixi 610 Office originally agreed that Ms. Wang's family could pick her up. However, the 610 Office personnel showed up when she was released, attempting to take her back into custody. Many Falun Gong practitioners from Jiamusi City also arrived. The situation became quite chaotic and Ms. Wang's father was threatened by the 610 Office personnel. Ms. Wang was pulled in many different directions by everyone present and some family members tried to get her into a taxi.

After Ms. Wang got into the taxi, she realized that it was really with the 610 Office personnel, who said they just wanted to take her back to sign something. She realized their ruse and struggled out of the car. She got in the car of a fellow practitioner instead and left. After Ms. Wang left, the 610 Office personnel at their headquarters called Ms. Wang's father and angrily asked him why he wasn't able to stop her from going with the practitioners. He said, “They had more than 100 people there. I couldn’t stop them at all!”

Since Jixi Brainwashing Centre was formed in October 2010, the head of the Jixi 610 Office, Wang Huixue, has instigated each of the county and district 610 Offices to locate all of the Falun Gong practitioners who have not been “transformed,” [forcibly renounce Falun Gong] to track and arrest them, and then to send them to the brainwashing centre. The brainwashing centre uses torture, beatings, intimidation, and deception to try to force Falun Gong practitioners to give up their belief. Since 2011, several dozen Falun Gong practitioners have been sent to the brainwashing centre.

On May 25th, 2011, Falun Gong practitioner Mr. Jiang Yabin was released from Mudanjiang Prison after being detained there for three years. When he walked out of the prison gates, he was taken back into custody by a number of 610 Office personnel led by Wang Huixue, who had long been waiting there. They took Mr. Jiang to Jixi Brainwashing Centre; it was his third time there.

In 2011, Falun Gong practitioner Wu Baoku was released from Jiamusi Prison after being detained for seven years, only to be taken to the brainwashing centre by Wang Huixue and other 610 Office personnel.

On October 26th, 2012, Falun Gong practitioner Mr. Zhang Yuezeng from Yongan Town, Jidong County was released after eight years in prison. The Yongan Township Political and Legal Affairs Committee Secretary and 610 Office personnel deceived Mr. Zhang into getting into their car. Mr. Zhang then suddenly felt that the situation was not right. He asked them not to help the criminal CCP. He clarified the facts about the persecution with them and was able to successfully get out of their car after arriving in the Qitaihe area.
