Since July 20, 1999, officials from Pingquan County's "610 Office" [an agency specifically created to persecute Falun Gong, with absolute power over each level of administration in the Party and all other political and judiciary systems] have openly violated China's Constitution, the law and human rights. This office targets all Falun Gong practitioners for persecution and abuse. Under orders from the "610 Office," county police disregard the law and violently abuse kind-hearted people. Their means of persecution include physical assault, detention, house arrest, home searches, and forcing practitioners to hand over Dafa books and Dafa materials for destruction. They also open and seize Dafa practitioners' personal mail, tap phone lines, and impose fines on practitioners.

Furthermore, these people remove practitioners from their jobs, and take away people's freedom. They spy on practitioners on a regular basis and employ kidnapping, brainwashing and detention. Some practitioners are sent to mental hospitals. Others are deprived of sleep, hit with punches and kicks, and shocked with electric batons.
Based on what we in Pingquan County know, at least two practitioners were sentenced to four years in prison; 26 were sent to forced labour camps for one to three years; 15 practitioners were placed under house arrest from 4 to 24 days; 67 were illegally detained from 7 to 225 days; ten practitioners' homes were ransacked; more than 10 practitioners were forced to pay fines from 1,000 Yuan to 10,000 Yuan [500 Yuan is the average monthly income for an urban worker in China.]; more than 30 were forced to attend brainwashing classes; two practitioners were forced to leave their homes to avoid illegal arrest. The lawkeepers have lost their senses, punishing good people who have done nothing wrong!
