Elderly Gansu Province Woman Forcefully Administered Unknown Drugs

Ms. Fan Juncao, a 69-year-old Falun Gong practitioner from Ning County, Gansu Province, was arrested by police officers in Beijing at the end of July, 2012, when she unfolded a banner about Falun Gong. Hu Ningsheng, commander of the Ning County Domestic Security Division, along with other officers went to Beijing and took Ms. Fan back. On August 1st, they took her to the Ning County Detention Centre where she was detained for 30 days. During that period, guard Ma and prison doctors beat her violently and forcefully administered unknown drugs. The drugs harmed her stomach, intestines and other organs. Today, half a month after her release, she remains heavily fatigued, is unable to eat, and is bedridden.

From her first day in the detention centre, Ms. Fan protested the persecution. She didn't confess to any wrongdoing, nor did she sign any statements. She then went on a hunger strike to protest the inhumane torture. Guards force-fed her three times daily with dough soup mixed with unknown drugs. She developed severe pain in her stomach and abdomen. Ten days later, she felt extreme fatigue.

Despite Ms. Fan's condition, Hu Ningsheng and other officials sentenced her to forced labour. On August 29th, 2012, they took her to the Yuzhong County Women's Forced Labour Camp in Gansu Province. However, labour camp officials refused to accept her. Hu Ningsheng bribed them, tried leveraging his relationships and made great efforts to place her in the labour camp, but his requests were denied.

Hu Ningsheng took her back home and demanded that she sign statements of confession, but she refused. Hu then demanded her family sign on her behalf. Ms. Fan stopped them, however, her husband, being poisoned by the Chinese Communist Party (CCP), was quite afraid. He beat her violently until she fell. She was extremely fatigued due to her hunger strike of over one month, yet she stood up with strong will. However, her husband gave her another heavy beating and she fell down the stairs in front of her house. Chinese officials like Hu Ningsheng not only committed sins, but also got practitioners' families involved in persecution.

Ms. Fan, a resident from Gonglv Village, Xinning Town, Ning County, was persecuted several times by police and sentenced three times to forced labour. From 2000 to 2005, she was sentenced twice to forced labour lasting over four years. The first time, she was detained in the Gansu Province No. 2 Forced Labour Camp in Anning District, Lanzhou, where she was forced to stand straight for half a year. The second time, she was detained in the Gansu Province Women's Forced Labour Camp, where she was forced to stand for over 20 days. Her legs were swollen, her feet festered and constantly bled, so she walked with great difficulty. One time, a guard forced her arms into a v-shaped position and handcuffed her to the metal bed frame. She was barely able to touch the ground with her toes. She was hung up in this manner for five days. She was not released on the expiration date of her sentence - May 11th, 2007. Her detention term was extended to early November because she practised Falun Gong exercises in jail.

In April 2008, Ms. Fan went to the Qingyang Police Department, Ning County Police Bureau, Ning County Political and Judiciary Committee to request the release of practitioner Ms. Li Qinben (currently detained in a forced labour camp). She was subsequently detained for 15 days. In August 2008, she went to the Ning County Political and Judiciary Committee to request the return of her MP4 player which was confiscated in April by police officers. As a result, Li Yuehai, deputy secretary of Ning County Political and Judiciary Committee, and Sun Jinfeng, director of the local 610 Office (an organisation of special agents just for persecuting Falun Gong), instigated Ning County Police Bureau officials Cai Qingbo, superintendent of Chengguan Police Station; Guo Junrong, deputy superintendent of Chengguan Police Station and officer Li Gengwei to arrest Ms. Fan. They held her in the Ning County Detention Centre and later sentenced her to forced labour.

On September 23rd, 2009, Ms. Fan went to the Qingyang District Police Department and explained the facts about Falun Gong to those officials who had persecuted practitioners. As a result, she was arrested by officers from Qingyang District Police Department and Ning County Police Bureau. They detained her in the Ning County Police Station.

On October 13th, 2011, Ning County police officers forced Ms. Fan to give fingerprints. They arrested her, then tortured her. That day, four officers including Hu Ningsheng, commander of Ning County Domestic Security Division and director Jia Zhonghong broke into her home without presenting identification. They demanded this elderly woman give her fingerprints. She refused, so Jia Zhonghong and other officers dragged her out of her home and on the ground until they reached an elementary school nearby. The school principal denounced the police for their evil acts. The officers then took her to the Ning County Police Bureau, where Jia Zhonghong and three other officers tortured her, using a tiger bench1, foot chains and handcuffs. The elderly woman's hands lost feeling due to this serious torture; they held her hands tightly and forced her to give her fingerprints.

1. "Tiger Bench": Prisoners are forced to sit on a small iron bench that is approximately 20 cm (6 inches) tall with their knees tied together. With their hands tied behind their backs or sometimes placed on their knees, they are forced to sit straight up and look straight ahead without movement for long periods of time.
