Case 5-3: German Practitioner Detained During Jiang’s Visit to Baltic Countries

Location and date of incident: Estonian-Latvian Border, June 2002
Description:

Mr. Uhl journeyed from Estonia to Latvia with Mr. Bernd Aurnhammer. In relation to their detention at the border, Mr. Uhl commented; “neither one of us had ever before been to Lithuania in our whole lives, and neither had any kind of contact with the Baltic police authorities.”

The police attempted to lock them in a cell until the matter had been cleared up. When they protested they were permitted to await information coming from the Riga border police offices.

At the Latvia border, Mr. Uhl informed the border guards about the situation. The guards apologised several times. He also informed the German legation by telephone about the incident.

About his arrest, Mr. Uhl also stated “It became quickly apparent to me that the Chinese Secret Service blacklist was behind all this. How else could it be that of the eight people in the car with me, only three were singled out, those names on the blacklist, known to the Chinese Secret Service from our visit to China.”
