Two UK Parliamentarians Question the UK government Regarding Article 23 in Hong Kong According to the Hansard of the UK House of Lords, two members of the UK House of Lords, Lord Hylton and Lord Avebury, have tabled written questions, on 4th and 6th November respectively, to question the UK government regarding the Article 23 Legislation in Hong Kong, which poses an enormous threat to the fundamental freedoms as well as the autonomy of the territory. The two questions are as follows: Lord Hylton asked her Majesty's Government 4 Nov 2002: "What steps they are taking to ensure that the principle of one country-two systems is upheld in Hong Kong, as agreed before hand-over; how they monitor new legislation in Hong Kong; whether legislation based on Article 23 of the Hong Kong Basic Law has been proposed or introduced into the legislature; and, if so, what will be the implications for religious and other voluntary bodies." http://www.publications.parliament.uk/pa/ld199900/ldhansrd/pdvn/lds02/text/21104w07.htm#21104w07_sbhd2
