On October 25, at around 5:00PM US western time, Jiang arrived at Los Cabos, Mexico. Approximately 70 Falun Gong practitioners from the US, Canada, Australia, Israel, Sweden, Argentina, Taiwan, Japan and other countries gathered outside the airport to protest his persecution of Falun Gong.

When Jiang's motorcade left the airport, a large bus transporting a "welcoming group" of Chinese nationals suddenly blocked the Falun Gong protesters. The bus driver claimed the bus had mechanical problems and could not move. Protected by the bus, Jiang's motorcade thus avoided the protesting Falun Gong practitioners.

It was learned that since October 18, Falun Gong practitioners had been arriving in Mexico from many countries around the world. They had planned various activities to protest Jiang's persecution of Falun Gong and its practitioners. According to Ms. Gu, a Falun Gong practitioner from Canada presently in Los Cabos, Mexico, the customs computer made beeping alert sounds and immediately displayed a blacklist when some Falun Gong practitioners entered through customs. Some practitioners clearly saw their names on the list, and some saw the phrase "dangerous person" after their name.

Ms. Gu said, "We learned through a private inquiry of certain Mexican government officials that a blacklist with names of Falun Gong practitioners does exist, and that it had been provided by the Jiang government. Since Jiang is here to attend the APEC meeting, his regime put pressure on the Mexican government, citing "safety concerns." Ms. Gu added, "Although there is a blacklist, the Mexican government has not blocked the entrance of any Falun Gong practitioner into Mexico so far."

On October 26, 2002, the second day after the PRC leader's arrival in Mexico, Falun Gong practitioners held a press conference in which the husband of a Japanese practitioner named Yoko Kaneko spoke. His wife is still being detained in China, where she is being brutally tortured by the Chinese police. He called for governments to help in his appeal to free his wife and urged Jiang to stop the atrocities against Falun Gong practitioners.

Further, Canadian practitioner Zenon announced during the press conference that individual Falun Gong practitioners have filed a lawsuit against Chinese ruling Party leader Jiang Zemin in the International Human Rights Court, accusing him of gross human rights violations and murdering Falun Gong practitioners. Zenon explained that the plaintiffs are eight Falun Gong practitioners from seven different countries. The attorney for the plaintiffs said that Jiang has violated every single code of "the international human rights law." He said, "We absolutely have evidence to get a conviction."

According to a report on Zhongxin Net [controlled by the Chinese ruling Party] and some other web sites that favour the Chinese ruling Party, after Jiang attends the tenth informal meeting at APEC in Los Cabos, Mexico, he "will also visit San Francisco to meet with U.S. government officials and local Chinese people and students."
