Policemen and Government Employees Extort Cash from Practitioners


Toward the end of 2000, policemen in Hulan County of Heilongjiang Province repeatedly searched and extorted money from practitioners in Kangjin Town who went to appeal in Beijing. From December 6 to 10, Chen Jingyao, an employee in the county's Political and Security Department, extorted 620 Yuan (about $78, $35 is monthly income in rural area of China) from practitioners. Chang Jianghai extorted 100 Yuan. On November 14, 2001, Zhang Hengzhi, a policeman from Kangjin's Police Department extorted 550 Yuan from practitioners. An official in Kangjin's Town Government even "stripped" practitioners and extorted 1,300 Yuan from them.
