After practitioner Yu Xiuling was tortured to death by the Longcheng Public Safety Bureau of Chaoyang City, Liaoning Province, the state public safety branch again called a meeting of all the heads of the public safety bureaus in different cities, in an effort to persecute Falun Dafa more rigorously and also to find the source of Falun Dafa materials.
